- Promotes quality, comprehensive coverage choices, ending the need to purchase bare-bones policies
- Lowers and stabilizes escalating health insurance costs by creating public, bulk-purchasing opportunities
- Allows hiring decisions to be based on business needs rather than the cost of benefits
- Attracts and keeps productive workers in Washington's small businesses
